Hampton Roads Evacuation (H-72 - H-6)

The Hampton Roads Metropolitan Area has a population of 1.7 million.  Most of the urban area is very close to or at sea level.  Evacuation advisories begin at approximately H-72 (Saturday).  A mandatory evacuation is announced at H-38 (Sunday afternoon).  At the same time the Governor determines it will be necessary to implement contraflow.  This is announced at H-36 and implemented at H-30.

Up to 900,000 residents and 400,000 vehicles are projected to evacuate the Hampton Roads area.

  1. How does an evacuation of this size impact your supply chain capabilities?

How do you adjust procedures to reflect an ongoing evacuation?

Are any of your internal emergency management protocols tied to a Governor's emergency declaration? If so, how?

  2. Over the last five days gasoline supplies in Hampton Roads - as well as the mid-Atlantic and South - have been in short supply. In some places, the supply is up to 50 percent below seasonal averages. This is a result of the refinery shut-downs caused by Hurricane Yolanda.

Given this situation, in your judgment is there sufficient gasoline to support a successful evacuation of Hampton Roads? What are your recommendations to mitigate the fuel shortage?
